1st PANEL ON HARMONISATION OF DIGITAL MARKETS (1st HDM PANEL) Brussels, 18-19 November 2015

The Azerbaijani delegation consisting of Director of R.I.T.A. Dr. Tofig Babayev, Chief Advisor of MCHT Etibar Umudov and HDM expert, Business Development Manager of "Sinam” Ltd., Vusal Abbasov took part in the 1st Panel on Harmonisation of Digital Markets (1st HDM Panel), Eastern Partnership Platform 2: "Economic Integration and Convergence with EU Policies” in Brussels on 18 and 19 November 2015.
The discussions during the 1st HDM Panel were structured around 6 priority topics which have been the focus of the HDM Study: eCommerce for SMEs; eCustoms; electronic identification and trust services; network and information security and cyber-security; digital skills and telecom rules. One additional session focused on further topics, as addressed by the Ministerial Declaration on digital economy. Each discussion topic was introduced through a short presentation of the main findings and recommendations of the HDM study. The participants then discussed priority actions for 2016-2017, including the aims, expected benefits and measurable targets.
After the 2 days' discussions, a preliminary decision was made that Azerbaijan is the leading EaP country (co-leading with Belarus) for eCustoms and co-leading for e-trade platform.

ICT 2015 Conference - Lisbon- 20-22 October 2015

The Azerbaijani delegation (Director of R.I.T.A. Dr. Tofig Babayev, Elkhan Sabziyev, IT expert, Kiber Ltd, Gulchin Abdullayeva, head of laboratory, Institute of Control Systems, Sevinj Babayeva, senior specialist of R.I.T.A.) participated in the ICT 2015 Conference on 19-22 October 2015 in Lisbon, Portugal.

ICT 2015 Conference organised by the European Commission's Directorate-General for Communications Networks, Content and Technology in cooperation with Fundação para a Ciência e a Tecnologia, is specifically dedicated to networking and promoting research and innovation in the field of Information and Communication Technologies. The event presented the European Commission's policies and initiatives in the ICT field, with a focus on the new Horizon 2020 Work Programme 2016-17, including ICT calls across all three pillars of Horizon 2020. It offered an exceptional occasion to build quality partnerships as it will connect academia, research institutes, industrial stakeholders, SMEs and government actors from all over Europe.

Dr. T. Babayev, Director of R.I.T.A., ICT NCP&FET Azerbaijan took part in two trainings in Brussels, Belgium:

a) IDEALIST Training on Pre-proposal check held on 5 October, 2015
During the training,participants shared their experiences in preparation of proposals and NCP activities and made presentations and discussion inquiries on HORIZON 2020 Workprogramme.

b) H2020-ICT/FET National Contact Points Training on H2020 Workprogramme 2016-17 held on 6-7 October, 2015
This workshop explained the main goals and options of FET workprogramme, ICT in Research Infrastructure and Societal Challenges, ICT LEIT Workprogramme.
The trainings were useful for consulting Azerbaijani researchers in the issues of grant agreements for Horizon2020 in 2016-2017.

On 08 September 2015 Joint Cluster meeting (two EU-funded FP7-ICT projects EECA-2-HORIZON and EAST-HORIZON) was held.
On 009 September 2015 EECA Cluster networking event "EU-EECA R&I collaboration in the field of Information and Communication Technologies” was held.

During the event two parallel session was held:
Collaboration with NESSI ETP (Networked European Software and Services Initiative)
Collaboration with NEM ETP (New European Media initiative)

Horizon 2020 Information Day

With support of the IncoNet EaP Project (‘STI International Cooperation Network for Eastern Partnership Countries’) two day event – Horizon 2020 Information Event: Climate Action, Energy, Health and Environment organized by the International Relations Office of the Azerbaijan National Academy of Sciences (ANAS) and Regional İnnovative Technologies Academy (R.I.T.A.), took place in Baku on 1-2 July in Kempinski Badamdar hotel.

First Eastern Partnership Ministerial Meeting on the Digital Economy

On 11 June 2015 the Latvian Presidency of the Council of the European Union in close cooperation with the Commission organized in Luxembourg the first Eastern Partnership Ministerial Meeting on Digital Economy. The meeting was co-chaired by the Minister of Transport of Latvia Mr Anrijs Matīss, and Commission’s Vice President Andrus Ansip.
EU Ministers responsible for the Digital Economy and their representatives met their Armenian, Azerbaijani, Belarus, Georgian, Moldovan and Ukrainian counterparts in the afternoon of 11 June to discuss the challenges and opportunities of the digital economy of the Eastern Partnership. The meeting was organised by the Latvian Presidency of the Council of the European Union and the European Commission. Azerbaijan was represented by a delegation that included Elmir Velizadeh, Deputy Minister of Communications and High Technologies, Isbendiyar Aliyev, Head of Information Society Development Department at the Ministry of Communications and High Technologies, Rasim Aliguliyev, Member of the Azerbaijan National Academy of Sciences, Director of the Institute of Information Technology, and Tofig Babayev, Director of R.I.T.A. Deputy Minister made a speech on the current state of the digital market in Azerbaijan.

The Azerbaijani delegation (Izbendiyar Aliyev, Head of Department at the Ministry of Communications and High Technologies, Vugar Safarov, representative of the Azerbaijan Entrepreneurs Confederation, Director of R.I.T.A. Dr. Tofig Babayev, Elkhan Sabziyev, IT expert, Kiber Ltd, Sakhavat Garayev, representative of the State Customs Committee) participated in 3rd Workshop "Towards Harmonisation of Digital Markets in the EaP” and 1st EaP Senior Officials Meeting on Digital Economy held on 6-7 May 2015 in Brussels. The events were organized by European Commission, ICT Association INFOPARK and the Latvian Presidency of the EU.
