Educational seminar on the European Commission COST program
An educational seminar on the COST program of the European Commission (European Cooperation in the Field of Science and Technology) organized by the Office of International Relations of the Administration of the Presidium of ANAS was held at the Central Scientific Library of ANAS on 6 February 2020.
The event was attended by representatives of scientific institutions and organizations of the academy, representatives of higher educational institutions and research centers of the republic, as well as the State Agency for Intellectual Property, the State Agency for Compulsory Medical Insurance and other organizations.
Opening the seminar, Associate Professor Esmira Alirzayeva, Head of the Office of International Relations of the Presidium of ANAS, PhD in Biology, made a presentation on "The State of International Cooperation in the Field of Science: Achievements and Problems".
There is close cooperation between ANAS and the Bulgarian Academy of Sciences, the Chinese Academy of Social Sciences, the Italian National Research Council (CNR), the Turkish Scientific and Technical Research Council (TUBITAK), the Belarusian State Scientific and Technical Committee, the Russian Foundation for Basic Research and other organizations.
E. Alirzaeva demonstrated the dynamics of publications of Azerbaijani scientists in the framework of COST, Horizon 2020 and other programs in the scientometric database Web of Science for 2014-2018, noting that there is an increase in this area.
Judith Litjens, a COST representative, also made a presentation on the organization’s financial capabilities. She said that the organization, which has been active since 1971, opened to scientists the possibility of conducting their innovative research. J. Litjens noted that COST accepts proposals from scientists regarding research areas, and that project funding is provided on the basis of a four-year grant. She also spoke about the rules for joining projects and preparing applications.
Other speakers at the seminar were: Ilham Gumbatov, national coordinator, employee of the National Anti-Doping Agency of Azerbaijan - “The Importance of Network Cooperation for Azerbaijani Researchers and the Role of COST”; Nabil Seyidov, representative of the Ministry of Health, national coordinator - “COST Activities: Prospects for Azerbaijan’s Participation”; Krzysztof Gul, member of COST Scientific Committee - "European cooperation in science and technology as a step towards international cooperation".
Tofig Babayev, Director of R.I.T.A., Legal & Financial NCP of HORIZON 2020, eTrade expert in the EU4Digital project, Sevinj Babayeva, researcher of the department, and Elkhan Sabziyev, leading researcher of Laboratory 3.5 “Modeling and control in agriculture” also participated in the seminar.
In conclusion, there was a discussion of the presentations and a Q & A session.
